England is to launch a new round of inspections examining how effectively public services protect some of the country’s most vulnerable children, with inspectors turning their attention to unborn babies and children aged 11 and under who are at risk of, or already experiencing, neglect. The inspections, due to begin in autumn 2026, will scrutinise whether agencies are identifying warning signs early enough and working together effectively before neglect develops into lasting harm.
The programme brings together four major inspection bodies — Ofsted, the Care Quality Commission, His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services and His Majesty’s Inspectorate of Probation — in a coordinated examination of how local services respond to younger children living with neglect. The initiative forms part of the organisations’ joint targeted area inspections, designed to examine how different services operate together when children and families require support from more than one agency.

The focus on the youngest children is significant because neglect is often not defined by a single dramatic incident. Instead, it can develop slowly through repeated failures to meet a child’s physical, emotional, developmental or safety needs. That gradual nature can make it harder for professionals to recognise the seriousness of the situation, particularly when individual agencies see only part of a family’s circumstances.
The new inspections will therefore examine not only whether concerns are identified, but whether agencies recognise patterns of harm and act collectively before a child’s situation deteriorates.
Inspectors will examine the response from the moment a child is identified as being at risk or already living with neglect. They will assess how social care, police, health services and probation respond to notifications and referrals, how they assess risks, how decisions are made and whether children receive appropriate protection and support. They will also look at the measures being taken to prevent neglect from occurring or becoming entrenched in the first place.

The investigation will extend beyond traditional safeguarding services. Inspectors will assess how local agencies work with schools, early years providers and voluntary and community organisations to identify children who may be experiencing neglect. This reflects the reality that some of the earliest warning signs may emerge outside social care or policing, particularly in nurseries, schools and community settings where professionals can observe changes in a child’s development, behaviour, attendance or general wellbeing.
Family networks will also come under scrutiny. Inspectors will examine whether relatives and other people within a child’s wider support network are being properly involved and supported so that they can safely contribute to protecting children. The approach recognises that safeguarding does not always begin and end with statutory agencies and that, where appropriate and safe, extended family members can provide an important layer of protection and stability.
Ofsted’s National Director for Social Care, Yvette Stanley, said previous work had shown that neglect could remain hidden while children continued to experience accumulating harm. She pointed to an Ofsted report published in 2018 on older children living with neglect, which concluded that tackling the problem required a coordinated strategic response across agencies.
The decision to focus now on younger children reflects growing concern about the consequences of neglect during the earliest stages of life. Harm experienced during infancy and childhood can affect physical health, emotional development, educational progress and relationships, with consequences that may extend well beyond childhood
