LONDON — Dame Sarah Mullally has been historically  confirmed as the 106th Archbishop of Canterbury at St Paul’s Cathedral- the first female to be instituted in this role.

She said that her leadership will be defined by a “cultural reset” and fundamental safeguarding reform.

Stepping into the vacuum left by the 2024 resignation of Justin Welby—who stood down over the Church’s failure to act on the prolific abuse of John Smyth—Mullally has placed safeguarding at the top of her immediate agenda.

Drawing on her experience as the former Chief Nursing Officer for England, the Archbishop-designate has outlined a series of rigorous reforms aimed at dismantling the “opaque and internally controlled” structures of the past. Her proposed reforms include moving safeguarding oversight to an independent body or charity, arguing that the Church can no longer “mark its own homework”.

She has officially endorsed a legal duty for all clergy and Church officers to report any complaint or concern of abuse to a safeguarding officer immediately.

Addressing long-standing criticisms, she has pledged to overhaul the Clergy Discipline Measure (CDM) to ensure standardisation and accountability across all 42 dioceses.
Survivor-Focused Approach: Mullally has committed to a “listening approach,” specifically prioritising the voices of victims who have been “ignored or overlooked” by previous hierarchies.

The appointment has not been without controversy. Despite being cleared of any personal wrongdoing by an internal Church review, Mullally faces continued scrutiny regarding the handling of past cases during her tenure as Bishop of London.

“All of us should be open to having the light shone on what we do,” Mullally told BBC Radio 4, acknowledging that as Archbishop, her own actions will be subject to heightened transparency. She insisted that the Church must adopt NHS-style accountability structures, where clear lines of responsibility prevent victims from “free-falling into voids”.

The office of the Archbishop of Canterbury has evolved over 1,400 years from a Roman mission into the senior leadership of the global Anglican Communion. Sarah Mullally made history today, 28 January 2026, as she was legally confirmed as the 106th Archbishop and the first woman to ever hold the position.

: Established in 597 AD by St Augustine of Canterbury, who was sent from Rome to convert the English. Originally under papal authority, the role became the head of the national church during the 16th-century English Reformation under Henry VIII.

The Archbishop serves as the “First Among Equals” (primus inter pares) for 85 million Anglicans worldwide and performs major state duties, such as crowning the monarch.

Before her ordination, she spent 35 years in the NHS. In 1999, she became the youngest Chief Nursing Officer for England at age 37.
Ordained in 2001, she served as Bishop of Crediton (2015) and later became the first female Bishop of London in 2018.

She is a “comprehensive school girl” with dyslexia who took a non-traditional, part-time route to theological training.

Her vision for a safer Church will face its first major legislative test at the General Synod in February, where these reform proposals are scheduled for debate.
