IOPC Intervene After Essex Police Wrongly Send Black Man’s Discrimination Complaint To Fire Commissioner

Essex police wrongly directed the discrimination complaint of a black man to the police and fire commissioner, when it should have gone to the I.O.P.C.

The Independent Police Commission(IOPC) contacted the man whose identity is being withheld, just before christmas, informing him of the careless error, which the man believes was deliberate to buy time and frustrate his complaints.

His complaint was made to  the police professional standards at the beginning of the year, nearly a year later, it has been discovered it was pushed to the wrong place.

The man, who claims to have suffered from mental health issues as a result of the mistreatment, has accused high ranking members of the force of  racial discrimination and mistreatment, after ignored his complaints of discriminatory treatment by an alcoholic whom he  has accused of uttering racial slurs against him.

The mail from the IOPC read: ”this email is about your application for review against Essex Police, which they forwarded on 30 November 2021.

Essex Police has originally informed you that the Office for Police, Fire and Crime Commissioner for Essex were the relevant body to consider your review. However, this appears to have been an error, and your review will now be dealt with by the IOPC.

”We are independent of the police. Our role is to look at the way the police handled your complaint, the outcome and the decisions reached. This will involve looking at the reasons for submitting your application and the points you have raised in relation to the handling of your complaint. We have enclosed a document with additional information on the process.

We will contact to get all the information they hold about your complaint. This will be used to assess your application along with the information you have submitted.

Due to the delay in your review being received in our office please be advised that your case will be allocated as a priority. Once allocated a casework manager will contact you directly”

Cover Up

High ranking members of Essex Police, from sergeants down to PC’s, are all included in the complaint, many of them having  contradicted themselves. They are also accused of covering up  the failings of their colleagues by simply reading off the script of what to say.

The force confirmed the re-opening  of an investigation into allegations of theft by two social workers   supported by estate agents, appointmoore after the man’s property was not returned to him a year after he was deprived of them.

Property manager, Lauren Finch, was  allegedly at the heart of the whole problem, arrogantly flexing her muscles and calling police to the property several times to check on alcoholic tenant who couldn’t stand her, and called her every name under the sun.

She is believed to be at the heart of the entire vendetta that has led to the black man being deprived of several of his expensive belongings.

The items are believed to have been stolen by either the estate agent or social workers as part of a vendetta against him. They include designer clothes, and personal documents.

At the time Essex police said theft could not be proven unless he could show the property was dishonestly appropriated from him, with the intention of permanently depriving him of the belongings.

However, officers from Essex police who had told him it was not a civil matter, contradicted themselves by sending a police officer to the scene to prevent the man from entering the property to collect his belongings.

He was eventually given a small amount of his belongings in August 2019, then another amount of his belongings in May 2020, but he has still not received all his belongings.

The man claims Essex police acted in support of Estate Agents Appointmoore in Leigh On Sea, who had rented out a property with a defective washing machine and shower for over 9 months- almost the entire duration of the tenant’s stay- after collecting a two year advance payment without the usual credit approval, despite failing credit checks.

The man originally reported the case to the Essex police Crime bureau, and spoke with PC Smith, who suggested the man was allowed to identify his belongings which were in a room  at the property where he stayed, put them aside, and photograph them for the tenant in hospital to verify.

The  honourable idea was dashed by police officers who have been accused of discrimination and lack  of lack of integrity,  including PC Butcher, who assured the man that arrangements will be made for any missing belongings of his discovered to be passed to him, and if that did not happen, he should email the estate agents, who would contact one of the social workers present, Ms Lee, to give them to him.

Other high ranking officers were appointed to the case, and are all accused of being complicit in discriminatory deceptive behaviour. Central to the complaint is PC Butcher,  then Inspector J.Howell, (accused of dishonourable conduct in the investigative stage) and PC Dunn, who initially took the complaint at the crime bureau, but is also accused of not doing enough to solve the problem.
