An Iraq veteran and highly experienced former police chief, Phil Cain, (pictured)has been named the new Chief Ombudsman for the Legal Ombudsman (LeO) service, an announcement that marks a significant transition in leadership for the independent complaints body.

With a career spanning over 37 years in public service, Cain is set to take up the vital position in February 2026, moving from his current executive director role at the Gangmasters and Labour Abuse Authority.

The appointment, announced by the Office for Legal Complaints (OLC), which oversees the LeO, signals a move to bring robust, diverse experience from different public sectors into the realm of legal complaints handling. Cain’s extensive background in leadership, professional standards, and public protection within policing is anticipated to provide a fresh perspective and strong guidance to an organisation central to maintaining public confidence in the legal profession.

Phil Cain’s professional journey began in the Royal Air Force, where he served for nearly 13 years. His military service included tours in Northern Ireland and Iraq, earning him the General Service Medal with two bars. He transitioned to policing in 2001, joining North Yorkshire Police. Rising through the ranks, he held various senior and executive roles, culminating in his appointment as Deputy Chief Constable.

During his tenure as DCC, Cain was responsible for overseeing critical areas including professional standards and public protection, giving him significant expertise in managing complex investigations into conduct. He also led a multi-million-pound transformation programme that integrated business support functions across both North Yorkshire Police and North Yorkshire Fire & Rescue Services.

Extending beyond his force-specific roles, Cain made significant contributions at a national level. He served as the National Police Chief’s Council (NPCC) lead for Workforce Representation & Diversity, where he developed and championed national initiatives aimed at improving diversity and inclusion within UK policing. This broad experience in operational leadership, strategic change management, and diversity initiatives equips him with a comprehensive skill set for the challenges of leading the Legal Ombudsman.

The Role of Chief Ombudsman

The Legal Ombudsman operates as an independent body that investigates complaints about the service provided by lawyers and other legal professionals in England and Wales. Its primary purpose is to provide an accessible, fair, and effective resolution service for consumers who are dissatisfied with their legal providers.

The Chief Ombudsman is responsible for leading the service, ensuring impartial investigations, and instilling confidence in the complaints process. Cain succeeds Paul McFadden, who took on the role of Scottish Public Services Ombudsman in October 2025 after a successful period leading the LeO through significant transformation.

The context of Cain’s appointment is also interesting given recent high-profile issues within UK policing, such as the dismissal of former Northamptonshire Police Chief Constable Nick Adderley for gross misconduct over fabricated military claims, and the ongoing investigation into former Humberside Police Chief Constable Paul Anderson.

Professional Standards exist in every police force in the Uk, but the level of independence and integrity has often come under scrutiny, with critics questioning the credibility of the body in a system where the police are initially accountable to their own peers, before being escalated to the Independent Police Commission(IOPC) in situations where the complainant is discontent with the credibility of an investigation.
