The rapid rise of artificial intelligence has transformed the way people communicate, work and access information. It has also created one of the greatest challenges facing democratic societies in decades: how to distinguish truth from fiction in an online world where convincing fake videos, photographs and documents can be created in minutes.

Across Europe and the United Kingdom, governments are now scrambling to respond to what many experts describe as an unprecedented threat to public trust. The concern is no longer confined to fake celebrity videos or manipulated political speeches. AI-generated material is increasingly being used to facilitate fraud, spread misinformation, impersonate individuals and undermine confidence in institutions.

The issue has moved beyond technology. It is now a matter of public safety, and his week marked a significant milestone as new transparency obligations under the European Union’s AI Act came into force, requiring many forms of AI-generated content that appear authentic to be clearly identified through labels or digital watermarking.

The rules are intended to make it easier for the public to recognise when images, videos or other realistic content have been artificially created rather than recorded in the real world. Supporters argue that the measures represent one of the first major attempts anywhere in the world to rebuild trust in the digital information ecosystem.

Only a few years ago, creating a convincing fake video required specialist software and considerable technical expertise. Today, freely available AI systems can generate realistic speeches, fabricate photographs of public figures, clone voices and write persuasive articles in a matter of seconds.

The technology itself is not inherently harmful. Businesses use AI to improve efficiency, and many researchers rely on it to analyse vast quantities of data, and public services are increasingly exploring how it can reduce administrative burdens. The challenge lies in ensuring that the same technology cannot be weaponised against the public.

Fraud investigators warn that criminals have already embraced AI with alarming speed. Voice cloning has enabled fraudsters to impersonate family members in distress, while fabricated investment videos featuring well-known personalities have persuaded victims to transfer life savings into fraudulent schemes. Security specialists increasingly believe that AI has lowered the barriers to organised fraud by making deception both cheaper and more convincing.

Public authorities are attempting to keep pace. The UK Government has introduced legislation criminalising the creation of non-consensual sexual deepfakes and has expanded protections requiring platforms to remove certain harmful material rapidly. Ministers have also announced investment in deepfake detection technologies while exploring broader systems for identifying AI-generated content before it spreads widely online.

At the same time, the Government has begun examining whether wider data regulation needs updating to reflect the realities of artificial intelligence, recognising that existing legal frameworks were largely designed before generative AI became widely accessible.Yet legislation alone cannot solve the problem.

The sheer volume of AI-generated material entering the internet each day presents an enormous challenge for regulators. Millions of images, videos and written posts are uploaded across social media platforms every hour. Distinguishing legitimate creative content from malicious deception requires sophisticated technology and significant human oversight.

Questions also remain over who should bear primary responsibility.Technology companies argue they are investing heavily in detection systems and content moderation. Governments increasingly expect platforms to identify harmful material before users report it. Civil liberties organisations, meanwhile, caution against overregulation that could inadvertently restrict legitimate speech or artistic expression.

Finding the balance has become one of the defining policy questions of the digital age.Doctors have expressed concern about fabricated medical advice circulating online. Financial regulators have also warned about AI-assisted investment scams. Schools and universities are grappling with AI-generated coursework. While manipulation has always existed, producing convincing forgeries required considerable expertise. Artificial intelligence has fundamentally altered that equation. Today’s deepfakes are not merely better versions of earlier editing software. They are capable of generating entirely fictional events that appear genuine to the average viewer.

That creates profound implications for journalism because news organisations have traditionally relied on visual evidence to corroborate events. As synthetic media becomes increasingly realistic, verification has become substantially more complex. Many publishers are investing heavily in digital forensic tools capable of identifying manipulation before publication.

The challenge is particularly acute during fast-moving breaking news events, where speed and accuracy often compete. Public confidence is equally at stake.

Surveys consistently suggest that people are becoming less certain about whether online content can be trusted. Ironically, the existence of convincing deepfakes creates another problem known by researchers as the “liar’s dividend”, whereby genuine recordings can be dismissed as artificial simply because convincing fake material now exists.

The consequence is that truth itself becomes contested. This erosion of confidence carries implications far beyond individual stories. Democratic societies depend upon a shared understanding of facts. Courts rely upon reliable evidence. Financial markets depend upon trustworthy information. Emergency services require the public to believe official warnings.

When confidence in authentic information declines, the consequences extend throughout society.The challenge facing policymakers is therefore not simply technological but constitutional.

Regulators are expected to protect freedom of expression while reducing opportunities for deception. Technology companies must encourage innovation without creating tools that facilitate widespread abuse. Journalists must continue holding power to account while adapting verification methods to meet an increasingly sophisticated threat. None of these objectives are mutually exclusive, but achieving them requires unprecedented cooperation between governments, regulators, industry and civil society.

Artificial intelligence promises enormous benefits, and  is already helping scientists accelerate medical research, improving productivity across industries and enabling public services to process information more efficiently. Even Britain’s criminal justice system is beginning to explore how AI can safely assist officers in reviewing vast quantities of digital evidence more quickly.The question is not whether AI should be embraced. It is whether society can establish effective safeguards quickly enough to preserve public trust while allowing innovation to flourish.That balance will almost certainly define the next decade of public policy.

The technologies capable of transforming economies are the very same technologies capable of undermining confidence in information itself. Governments have begun responding through legislation, transparency rules and regulatory oversight. Technology companies continue developing detection tools while facing growing expectations to prevent abuse.

The battle against AI-generated deception is no longer a debate about the future. It is a challenge unfolding in real time, affecting elections, financial security, journalism, policing and everyday life. The next phase of the digital revolution will not simply be measured by how intelligent artificial intelligence becomes. It will be measured by whether the public can still trust what they see, hear and read.
