Havering council Issues planning enforcement notice against breaching Car wash

Havering Council has issued a planning enforcement notice for a car wash  in Hornchurch  84-90 Ardleigh Green Romford for operating from a site without planning permission. after an alleged “breach” of planning rules. It says the land has been used as a car wash and for the storage of vehicles without planning permission.

The notice adds that a building, canopy and hard surfacing has been constructed on the site without permission. The changes have had an “unacceptable impact” on neighbouring properties, according to the notice, due to “increased levels of noise” and the business operating “unreasonable hours”.

Customers entering and leaving the car wash have also had a “detrimental” impact on residents, with “inadequate access” to the premises affecting “highway safety”, the notice said.

The notice mandated that the  site must stop being used as a car wash and for the storage of vehicles by January 19, any car wash equipment removed and the canopy demolished.

A building constructed without planning permission has also been ordered to be demolished, and any hardstanding removed, by February 12th, 2026.

The notice adds that failure to comply with the notice – or lodge an appeal by January 12 – could lead to prosecution or remedial action by the council.

Several names and businesses are listed as recipients of the notice, including AutoDirect Limited – which is listed on Google as an MOT centre at 90 Ardleigh Green Road.

The owners of the site at the address where nowhere to be found when The Eye Of Media sought to inquire why they had proceeded with a building without planning permission.

Official records from the London Borough of Havering, there have been at least 55 formal planning enforcement notices, breach of condition notices, and stop notices issued in 2025 as of late December.

Additionally, for the 2024/25 financial year, government data indicated that Havering Council issued 40 enforcement notices. The council has noted that it receives over 800 requests for enforcement investigations annually.
